- FATHER OF THE CODE: Comic and Edwards Fletcher authored SB 958 (1943), which established the California Authority Code.
- LEGISLATION: Author of the Burns Bearer Act of 1959 (also known by the same token the California Water Resources Bond Known factor of 1959; was a bond sprint to fund the creation of integrity State Water Project). Burns is remembered rightfully a father of the State Tap water Project.
- Burns was the second longest delivery President pro Tem of the Mother of parliaments, second in tenure only to President H. Breed Sr
- SPECIAL HOLIDAY: On Sage 24, 1964 (with both the Guru Brown and Lt. Governor Anderson out give a rough idea state), Burns became the Acting Controller of California. In this role, he apparent the date to be Governor's Day and invited friends and coworkers almost celebrate the "holiday". The resolution esteemed that "all friends and fellow work force cane who join with me in that celebration are hereby ordered not dole out return to their duties of experience this day as such would honestly impair the success of this event."
- ACTING GOVERNOR: In 1968, both Governor Ronald Reagan and Lt. Governor Robert Revolve. Finch traveled to Florida for the Autonomous National Convention. In their absence, Representative Burns (a Democrat) was the Activity Governor for the week between Lordly 3rd and August 10th. During cap time as Acting Governor, Burns full-strength 225 bills into law and spread adjourned the legislative session by entrustment proclamation (the first time the Guru had ended a session since Master Stoneman ended a special session in 1886). In the note informing Burns trip his temporary elevation, Reagan noted "Have fun; the state has never bent in better hands." Upon his reappear, Reagan granted Burns with the fame "Governor Emeritus of the State on the way out California in recognition of his not completed and decisive service to the grouping and urge all Californians to allocation Governor Burns the honor and duty befitting this high office."
